Look for a vacume hose going to the back of the petcock. A lot of bikes from the mid 70's had them. If so they have a P for prime instead of an R for reserve and it's hard to see the little letters sometimes. If it really does have reserve you may have lost the little tube off the ON side in the tank. Or it was on reserve when you ran out. Look for the arrow on the lever.
No reserve? Must have the dreaded vacume petcock.
